1. ICANN should hold an election for the remaining 4 at large members of the board of directors.
2. There should be candidates from each of the 5 ICANN regions. Among the winners of the five regional votes, the four candidates with the most votes should be elected.
3. No candiates can be residents of countries that are represented by the 5 candidates elected in the first at large election.
